In the Republic of Ghana (hereinafter "Ghana"), the national medium-term development plan aims to achieve high-quality Universal Health Coverage (UHC), yet limited access in rural areas and the maldistribution of physicians between urban and northern regions remain persistent challenges. Furthermore, Ghana faces a "double burden" of disease, with infectious diseases alongside rapidly increasing Non-communicable Diseases (NCDs), leading the government to work on strengthening the health system by introducing telemedicine.

Reflecting the success of the pilot projects, which demonstrated the vital role of Tele-Consultation Centers (TCCs) in improving healthcare access, this project aims to establish a National Telemedicine Center (NTC) and expand medical access by strengthening the TCC network. Under this policy, the Advisor will work with the Ghana Health Service (GHS) to support the development of IT infrastructure, the establishment of operational protocols, and human resource development necessary for the NTC. Through these efforts to improve the digital health environment and capacity building, the project seeks to improve the access and quality of medical services in Ghana.
